A View from the Top UCLA Luskin students get a look at policymaking, public service work and life in Los Angeles city government

The view from the top of the iconic Art Deco-style tower of Los Angeles City Hall provides a unique, 360-degree prospective of the sprawling Southern California city — vast, complex and in constant motion. 

On April 11, a contingent of UCLA Luskin School of Public Affairs graduate students gathered inside the tower’s 27th floor to gain perspectives from top city and county leaders, including UCLA and UCLA Luskin alumni, about their work with city government and their insights on important and pressing daily issues that drive the bustling city below.  

The 19th annual Luskin Day at Los Angeles City Hall was held in partnership with UCLA Government and Community Relations and the Office of City Councilwoman Katy Yaroslavsky. Students from UCLA Luskin’s three graduate programs, Public Policy, Social Welfare, and Urban and Regional Planning, engaged in conversation with the group of experienced leaders and high-level city officials and experts in various fields on topics including housing, homelessness, sustainability and transportation.  

“I hope today gives you an honest look at the complexity of city government, and I hope you walk away with the understanding of the deep sense of the purpose of mission driven work that we do here in L.A. and especially in this time of difficulty,” said guest panelist Kristin Torres Pawling, a 2009 UCLA and 2012 UCLA Luskin urban planning alumna. 

“I also entered the working world in a time of global uncertainty…know that the relationships that you make here today, the relationships that you’ve made with each other, will drive you forward,” she said. “Your ideas and energy, the fresh conversation that you’re bringing to City Hall today, are important to us.” 

The day began with formal recognition of the students and the Luskin program during a live city council meeting — a chance to witness local government in action — followed by an opportunity to take what they have learned in the classroom and apply it in the day’s discussion. 

Lourdes Castro Ramírez, a 1994 UCLA and 2003 UCLA Luskin urban planning alumna, led the day’s first expert policy panel including Nancy Sutley, Los Angeles Deputy Mayor of Energy and Sustainability; Laura Rubio-Cornejo, general manager of the Los Angeles Department of Transportation and also a 2003 Luskin urban planning alumna; and Zev Yaroslavsky, UCLA alumnus and former longtime member of the Los Angeles County Board of Supervisors and former Los Angeles City Councilmember. Each shared their journey into public service and their various roles and responsibilities. 

Castro Ramírez currently serves as president and CEO of the Housing Authority of the City of Los Angeles (HACLA), the second-largest housing authority in the nation which serves more than 200,000 people. The first-generation college graduate said she was encouraged to see students pursuing degrees in public affairs programs as well as careers in the public sector. 

“I am deeply grateful to UCLA for investing in me and deeply grateful to UCLA Luskin for giving me the tools necessary to be able to address some of the most complex issues impacting not only our city and the state, but also equip me to serve at the federal level and work on these issues,” said Castro Ramírez, who also has served on UCLA Luskin’s board of advisors. 

“Government has the opportunity to be transformational – to improve the quality of life for residents, to be innovative, and also to be nimble all the times,” she said adding, “I think government gets a bad rap – that it’s not creative, that we’re very bureaucratic, that we don’t really care.  My experience has been the complete opposite.” 

Yaroslavsky said that whether working for the city or county, or a smaller jurisdiction, “Get into to the game…don’t underestimate how your superiors and others will see you for your work product, for your competence, for your vision and for all of the things that make you who you are and part of that is having your Luskin education.” 

A lunchtime session with City of Los Angeles personnel experts also provided a deep dive into navigating the city’s application processes and best practices and tips for gaining employment.   

UCLA alumna Wendy Greuel, former L.A. city councilmember, and current vice chair of LAHSA Commission and co-chair of the Los Angeles Unified School District Task Force, kept the momentum of the day going.  

Greuel, who helped launch the first UCLA Luskin Day at Los Angeles City Hall and who has supported the program since, moderated a panel including 1996 UCLA alumnus Todd Sargent, who leads the global organization development team for Walt Disney Parks, Experiences and Consumer Products and who has served as a Senior Fellow in the UCLA Luskin’s mentorship program. Matt Szabo, Los Angeles city administrative officer, joined Pawling, who also serves as deputy chief of staff for councilwoman Katy Yaroslavsky, and fellow Luskin planning graduate Edgar Reyna MURP ’23, a climate resilience senior analyst for the Los Angeles Mayor’s Office of Energy and Sustainability. 

 The panelists shared their own experience working in the fast-paced daily life serving the city and its residents, as well as advising them on what work and life are like in city government at the local level to interactions at the state and national levels. Greuel asked what ultimately drew them to working at the local level. 

“When I got involved in local work, in city commission work, the impact was so much more real. You could literally see the work you did manifest in the local community,” said Sargent, who previously worked in Capitol Hill where he said things moved at a much slower pace. 

Szabo, appointed to his current position in 2023 and who formerly served as deputy chief of staff to former Mayor Eric Garcetti, remarked, “If you’ve been out on the ledge here, if you just look outside, everything that you see that isn’t privately owned is pretty much the responsibility of the city, the streets, the sidewalks, the trees on the sidewalks…it’s all the things you can touch and feel immediately and that for me is more gratifying now.” 

A final question for the panel was, “What gives you hope?”  

“Hope for me is all of you in this room,” said Greuel. 

The day concluded with a round table policy and career session with Los Angeles City Councilwoman Katy Yaroslavsky, a UCLA Law School graduate, who was elected in 2022 to serve the city’s fifth district. 

Yaroslavsky talked about managing a public service career, serving her constituents and the city while taking on many new roles since being elected, including chair of the city’s Budget and Finance committee and the task of running the city more efficiently. 

 “There’s lots of ways to make things better, to make ourselves more efficient, to attract business, to support people who need help to, to work on homelessness and public safety and holistic ways,” she said.  

As a member of LA Metro’s Board of Directors, Yaroslavsky said she is excited about projects underway including Metro stations opening across the city’s Westside region, “…the first time since the Red Car in the 1950s and 60s that the Westside will be linked to downtown by mass transit,” she said. For Yaroslavsky, the station openings represent an incredible opportunity for more people to get onto the system who might not know about it and to know what public transit is all about. 

Yaroslavsky also dispensed public service career advice to the students including being open to both constructive and unconstructive criticism as part of an important skill set.  

“I think it’s hard to do. It’s hard to give constructive feedback. It’s also really hard to take. Both are really important.” 

Also difficult is taking risks like changing careers and pursuing public office, she said.  

“Once in a while do something that really scares you,” she said recalling daunting decisions as “the best choices I’ve ever made in my career.”  

“And, if you give yourself some space and you’re willing to take chances that you are able to take, I think that’s where you grow the most,” Yaroslavsky, concluding with thanking the students for attending the Luskin Day event and taking an interest in — and aspiring to — public service roles.  

“It’s really heartening to see so many folks who care and want to be part of the solution, so don’t be strangers.”

UC Grant Will Fund EV Research by UCLA Luskin Center for Innovation Team led by a Fielding School professor gets nearly $2 million to pursue an equitable model for electrical vehicle charger placement

The UCLA Luskin Center for Innovation will be a key contributor to research recently funded through a partnership between the University of California and the state intended to spur real-world solutions relating to climate change in California.

A team from the Center for Innovation, or LCI, will focus on community engagement relating to a project led by Yifang Zhu, professor of environmental health sciences at the UCLA Fielding School of Public Health, that will look at how efforts to reduce greenhouse gases can better enable residents of disadvantaged communities to adopt electric vehicles more readily. 

A $1.99 million grant under Zhu’s direction will fund the study of EV usage in communities that have historically lacked access to charging stations. The LCI researchers will work with local residents and community-based organizations to identify barriers, improve knowledge and awareness of EVs, and design plans for deploying and installing charging stations in underserved areas. 

To date, the siting of EV chargers has been a top-down process driven by business priorities rather than community needs and preferences. Gregory Pierce, adjunct associate professor of urban planning and co-executive director of LCI, said researchers will partner with three community-based organizations in the Los Angeles area to co-design the first-ever procedurally equitable process for placement of EV chargers. 

“We hope that this project leads to a new community co-designed model for placing electric vehicle charging stations throughout California that can accelerate our transition to a zero-emissions transportation future,” Pierce said. 

The UCLA Luskin-affiliated team will be co-led by Rachel Connolly, project director for air quality and environmental equity research at LCI. The effort will include surveys and a three-part workshop process relating to the siting of EV chargers and future investments in coordination with the Los Angeles Department of Water and Power and other partners. Connolly, who earned doctorate and master’s degrees in environmental health sciences from UCLA, has been working at LCI since 2017. 

In all, $83.1 million in California Climate Action grants were awarded to a total of 38 projects involving researchers from across the UC system, as well as California State University campuses, private universities and community, industry, tribal and public agencies. The two-year grants are part of $185 million allocated by the state for UC climate initiatives that advance progress toward California’s climate goals.

Capstone Projects Tackle Complex Social Issues Clients explore tough policy decisions with help from graduating UCLA Luskin students, including those in Urban Planning

Antonia Izuogu, a second-year urban planning student, came to UCLA with an interest in affordable housing, and as a Bohnett Foundation fellow, she has had an opportunity to participate in initiatives relating to homelessness for the Los Angeles mayor’s office. 

“I was homeless at one point, actually twice, within my childhood,” Izuogu said. 

But when the time came to choose a topic for her required capstone research project, Izuogu chose to pursue an emerging interest in the community development side of urban planning, particularly work cooperatives. She ended up doing a feasibility study for a partner group of the Downtown Crenshaw Rising community organization. 

“My capstone and my mayor’s work didn’t really touch each other — they’re just two passions of mine that I was able to work on this past year,” Izuogu said.

Throughout the UCLA Luskin School of Public Affairs, soon-to-graduate students pursue monthslong deep dives into pressing policy issues with social relevance. In the Master of Urban and Regional Planning (MURP) program, the capstone experience may involve individual students like Izuogu working with community groups, government officials or public agencies to investigate real-world policy issues.

Other MURP candidates work in small teams or participate in one of two longstanding group-learning opportunities — the Community Collaborative and the Comprehensive Project classes.

The Community Collaborative is a unique pairing of students with community-based organizations in need of the expertise that academic researchers can provide. In turn, the students benefit from the insights of activists and others with lived experiences, fostering a mutual learning experience. 

This year’s Spatial Justice Community Collaborative course was taught by Professor Ananya Roy, and it focused on issues relating to life in homeless encampments. Class participants included individuals who had been among the unhoused populations at encampments forcibly cleared by law enforcement.  

The second group option is the Comprehensive Project class, which is a more traditional group project experience led by a faculty member who directs student researchers through an examination of a complex policy issue. Interested students had to apply nearly a year in advance to be admitted to the class, which this year focused on heat equity under the direction of Gregory Pierce BA ’07, MURP ’11, PhD ’15, an adjunct associate professor of urban planning and co-director at the UCLA Luskin Center for Innovation.

The client for the class of 13 MURP students was Marta Segura, chief heat officer and director of the city of Los Angeles’ Climate Emergency Mobilization Office, which is known informally as CEMO. Segura and her staff are developing strategies for Los Angeles’ efforts to deal with rising heat from climate change in an equitable manner. 

“The work that CEMO is doing is really important, and they have a huge mandate, particularly on heat,” Pierce said. “But they have very little actual staff capacity to do a lot of the research they need to do.”

The office’s agenda is driven by nonprofit and community-based organizations, which “aligns with the social justice orientation of the Luskin School, for sure,” Pierce said. 

The students, whose research has also been guided by Ruth Engel, project manager for environmental data science at the Luskin Center for Innovation, have divided the task into three subtopics — cooling centers, emergency response and bus shelters. Their final report was due to CEMO on June 9, just one week before UCLA Luskin’s commencement. 

Pierce said the report commends Los Angeles for being at the forefront of government efforts on extreme heat, but it notes room for improvement in terms of action and having systems in place to ensure public safety and equitable distribution of resources. 

“This is a pretty new space for a lot of cities, so it’s in its early days,” Pierce said of the strategic planning. “But there’s a lot of work to do to really follow through on what needs to be done as it gets hotter all the time.”

Among the students’ recommendations: 

  • increasing cooling center density in underserved areas of the San Fernando Valley and Harbor Gateway;
  • developing heat responses in cooperation with unhoused residents and their advocates to better meet their needs; 
  • utilizing more expansive definitions of heat emergencies and heat warnings, with lower heat thresholds than existing city policy;
  • shifting the priority for bus shelter development — often guided in the past by political considerations or the revenue potential of shelter advertisements —  toward geographic equity, thus prioritizing the placement of shelters in hotter neighborhoods with high numbers of bus riders.

Among the bus shelter group was Miguel Miguel, a second-year urban planning student who grew up in an area of the San Fernando Valley that often sees dangerously high temperatures. 

“I grew up seeing people suffer from what happens without adequate heat protection. It was really important for me to be involved, and to bring lived experience and emotional compassion into this project,” Miguel said. He said the capstone experience helped position him to play a role in shaping the nature of environmental justice in Los Angeles moving forward.

Equity was a foundational element of many urban planning capstone projects completed this year, including one by Pearl Liu. Her capstone project focused on public transit safety issues among women and gender minorities.

An international student, Liu was accustomed to getting around her home city of Taipai, Taiwan, via ready access to a clean, safe public transit system. She didn’t find the same conditions in Los Angeles or San Francisco, where she did an internship with the San Francisco Municipal Transportation Agency, or SFMTA. 

“As a woman, and living without a car at all for two years in L.A. and also in S.F., I totally understand how women feel when they travel,” Liu said. “I have all these struggles. I have all this … built-up anger and complaints. I hope to change all these things as a transportation planner.”

At SFMTA, she had an opportunity to become familiar with a grant-funded gender equity initiative. During the internship, she started building a transit safety survey that eventually led to her capstone project.

The survey was launched through the Transit app for riders of San Francisco’s public transportation system, known as the Muni. Within a month of launching, a total of 1,613 people had filled out the survey. 

“Sexual harassment is a very common experience for many transit passengers, but especially to women and gender minorities  —  transgender people and those with non-binary gender identities,” Liu said. 

Another MURP, Greer Cowan, worked with Liu on the survey about Muni usage and travel patterns among women and gender minorities in San Francisco, with special attention paid to riders’ experiences. Gender-based violence can include inappropriate swearing or leering, as well as physical assaults. Were the survey respondents victims? If not, had they witnessed it? If so, where? When? Was it on a train, a streetcar or a bus? While riding or while waiting for a ride? Night or day? And so on.

Cowen focused on the reporting of incidents, noting that many people only tell their friends or family, so authorities have insufficient data to take action. Liu’s capstone focuses more heavily on how respondents feel about their safety, and where incidents occurred.

Among gender minorities, more than half of respondents felt the least safe at a bus stop, for example. But for male and female transit users, harassment and the fear of it happening was more intense during transit rides, particularly on buses. 

She did a spatial analysis of the data, overlaying the incident maps with the transit lines and transit stops, and produced a “heat map” to determine places with higher concentrations of incidents of gender-based violence. The bus system showed the most problems.

“It is mostly happening in the downtown area,” she found. “A lot of it was on Market Street,” in the financial core of San Francisco.  

Therefore, her capstone recommends that safety and equity initiatives by the SFMTA focus heavily on bus routes near Market Street. She also advocates for a safety toolkit for women and gender minorities. A transit ambassador program to monitor stops, stations and vehicles could focus more attention on buses. And the No. 1 suggestion to benefit women and gender-minority riders? Install more lighting.

“That always — always — is something that we’re pushing for,” Liu said. “Most people … feel at least somewhat safe during the daytime or when a station is well-lit.”

Liu said the capstone project helped refine her career aspiration. 

“This project … it really sparked an interest in me in how safety is so important in public transit,” Liu said, “and I feel like that has given me a passion to want to work in this area in the future.”

In some cases, the capstone projects serve as a reality check for the client organizations. Such was the case for Izuogu’s research for Downtown Crenshaw Rising. 

Her capstone project focuses on cooperative ownership, or co-ops, as a means to foster economic development in lower-income areas. The project was built on work that had been done by the previous year’s Community Collaborative class  — a project that ended up being recognized by the American Planning Association’s Economic Development Division for its Student Project Award. 

That project had recommended several possible ways to improve economic conditions in the Crenshaw area of Los Angeles, and her client was interested in the possibility of creating a cooperatively owned manufacturing facility in the area. 

Izuogu is a native of North Carolina who had gotten her undergraduate degree at Spelman College, a historically Black college in Atlanta, Georgia. She was excited for an opportunity to familiarize herself with a neighborhood like Crenshaw with a sizable Black population and do work that might benefit its residents.

“I was like, ‘That sounds really interesting, and I want to work with Black communities, too,’” Izuogu remembered thinking.

Her feasibility study reflects the Crenshaw group’s interest in launching an eco-friendly manufacturing site for electric vehicle charging stations to take advantage of incentives created by the federal Infrastructure Investment and Jobs Act that President Biden initiated in 2021.

“I didn’t know much about clean energy before coming [to UCLA] or about working with co-ops. At the same time, I’ve been taking economic development classes,” she said, “so everything was … fleshing out well together.”

Once she delved into the data, however, it became apparent to Izuogu that manufacturing electric vehicle charging stations was not the best option for the group. They lacked startup financing. No one in the group had experience building charging stations, nor connections within the industry. That led to the reality check. 

“As a consultant, I’m saying that maybe we should take a pause on that,” Izuogu said. Her capstone report suggests that the group instead create a co-op to install such stations and maintain them as part of a long-term strategic plan that would start small — a bakery/restaurant co-op is already in the works — and build over time into a hub for economic activity. 

Izuogu said her client expressed gratitude for her insights. 

“They like the idea that I didn’t stop and just say, ‘OK, this is not a good idea. Goodbye,’” said Izuogu, who has urged the group to think beyond Year 1. “Let’s go further than that. And they’ve been very appreciative of the information.”

The capstone project also helped inform Izuogu’s future plans. She will be pursuing a law degree, envisioning a career focusing on “solidarity economy lawyering,” helping small businesses and worker co-ops organize, drafting contracts and successfully navigating government regulations. 

Izuogu is a big fan of the UCLA capstone requirement.

“I love how they’re community-based, and this is not just a theory, but we’re actually applying what we’re learning in the classroom,” she said. “I love that I had the opportunity — even though I’m not from L.A. — to benefit the residents here. And getting to know their names and, basically, that we’re continuing this connection between academic institutions and the residents around them.”

The Past, Present and Future of Transportation Access Author and scholar Robert Cervero says long-ago research by his late mentor, Martin Wachs, still has relevance for today’s planners and policymakers

When UC Berkeley Professor Emeritus Robert Cervero was asked to deliver the 15th annual Martin Wachs Distinguished Lecture, he was initially hesitant. 

“But it dawned on me that a really important foundational piece of work that was published one-half century ago, 50 years ago, was Marty Wach’s paper on accessibility,” said Cervero during a Feb. 28 presentation in honor of his former urban planning mentor and colleague. “And why don’t I wrap my talk … around the theme of that paper and try to show how it really shaped my own research in this field and, I would suggest, generations of other people as well.”

Titled “Physical Accessibility as a Social Indicator,” the article by Wachs and T. Gordon Kumagai continues to influence planning policy, said Cervero, who earned his doctorate in urban planning at UCLA in 1980 and joined UC Berkeley’s city and regional planning faculty, where he remained until 2016.

“The article really highlights a number of different contexts of which accessibility should really be an overarching principle that guides what we do in this field of urban planning and transportation,” Cervero said.

During introductory remarks, UCLA Luskin Professor Brian Taylor mentioned that the lecture was the first in the series to be presented without Wachs himself in attendance. The longtime urban planning scholar taught at both UCLA and UC Berkeley before his death in 2021. Members of the Wachs family, including his wife, Helen, were in attendance. 

Presented in conjunction with the Luskin Lecture Series, Cervero’s talk was titled, “Accessibility, Social Equity, and Contemporary Policy Debates,” and he spoke about how the concepts put forth 50 years before still have relevance today, especially in regard to how access to transportation contributes to the well-being of people living in cities. 

“Marty made the point with his co-author that this sensibility happens at multiple scales. It’s regional access to jobs or medical facilities, but it’s also at the micro-scale of ‘Do you have access to, say, a bus?’” said Cervero, who said he built on this notion in his own research about socioeconomic matching in terms of the realities of transportation access. A person might live in a transit-rich area, for example, “but if you’re in a wheelchair, and the buses don’t have wheelchair ramps, then you don’t have great transit access.”

In the 1970s, few scholars prior to Wachs had written about these types of human components to transportation access. “To me, it was truly revolutionary,” Cervero said. 

For example, Cervero found that people living in central city neighborhoods often bear disproportionately higher costs for transportation services. Because they make frequent off-peak trips for necessities like groceries, they end up paying a lot more than affluent suburbanites taking fewer trips over longer distances.  

The disparity also was apparent when he and other researchers looked at why people who seemed to have public transit options readily available to them choose to rely primarily on their vehicles instead. 

“A lot of these individuals were people like working moms who had very complex travel patterns,” Cervero said. “They have a child to drop off at the child care center and then go to their job. They were taking vocational courses at night and had to get there at a time when public transit service was bad. They had split-shift weekend jobs when transit services are notoriously lousy. So, they need a car.”

In looking at the concepts articulated by Wachs so many years before, Cervero also found lessons that can be applied to some of today’s planning and policy debates. One example is the idea of a “15-minute city,” a place designed by planners to ensure that most people have ready access not just to work but to the other necessities of daily life within 15 minutes of their homes.

The idea is laudable, but it has its critics. 

“If you really insist on this, you potentially stifle economic competition. Companies don’t want to thinly distribute activities everywhere,” said Cervero, as some in the audience of UCLA faculty, staff, students and alumni nodded their heads in agreement. “So, this idea of a 15-minute city really runs in the face of what economists have long argued are important economic drivers towards the economic growth and performance of a city.”

In his career, Cervero has consulted on transportation and urban planning projects worldwide, including recently in Singapore. “They’ve come up with this idea of the 20-minute town and the 45-minute city. You can reach a lot of things within 20 minutes. But when it comes to employment, when it comes to going to see a sporting event or buying a car or going to a regional hospital with specialized medical care, that’s a 45-minute city. So, I think we’re getting a lot better articulation and sensible policy.”

During a Q&A session after his formal presentation, Cervero spoke with UCLA Professor Adam Millard-Ball and took questions from the audience. When asked to talk more about his global experience, he explained that much of the scholarly work to date has focused on urban life in the United States and Europe. 

Some of today’s researchers focus on climate change impacts and how to find “a little more efficiency out of electric mobility or ridesharing or whatever. But in the grand scheme of things, over the next 20 or 30 years, 80% to 90% of urbanization is not going to happen in the Global North. It’s going to be in south Asia and Africa, and whatever happens there is going to swamp any and everything we do here, particularly in the rates of carbon emissions and so forth.”

In the developed world, the focus is often on how to get people from the central cores to jobs in suburbia. That’s less true in places like Mexico, South America, Indonesia and other parts of Asia. 

“It’s a totally different landscape. Most of the poor are not in cities but in far-flung suburbs or towns. When you’re talking about lack of access, it’s a two- to three-hour, one-way daily commute,” Cervero said. “The amount of time and resources you have to invest is enormous just getting to and from where you need to be in order to have the earnings to cover basic needs.”

He was also asked about the impact of the COVID-19 pandemic and the resulting rise in remote work.

“Historically, we think of physical proximity,” said Cervero, noting that when workers have highly specialized skill sets they depend on interactions in teams of people with other specialized skills to thrive. 

“The whole idea of access being tied to location is being somewhat thrown around by all these rapidly evolving, powerful kinds of technological advances,” he said. “Technology is transforming. The notion of physical proximity as we all know it has long driven the idea of cooperation. But maybe it happens less.”

Established by students, the Wachs Lecture Series features prominent and innovative scholars and policymakers in the field of transportation. The UCLA Luskin Lecture series brings together scholars with local and national leaders to discuss solutions to society’s most pressing problems. This event was organized by UCLA’s Luskin School of Public Affairs and Institute of Transportation Studies, for which Taylor has served as the director and Millard-Ball the interim director. Cervero was the director of UC Berkeley’s counterpart to ITS for many years.

Study Analyzes Energy Conservation Tactics During Peak Periods Research by Luskin Center for Innovation focuses on 'demand response programs' that encourage users to save energy when the electrical grid is under stress

New research by the UCLA Luskin Center for Innovation has identified how effective certain incentives can be in motivating people to use less energy in their homes.

Electricity providers often need to encourage customers to reduce consumption in order to prevent blackouts or to avoid having to activate additional power plants — often natural gas-powered plants that pollute the environment.

The researchers found that promotional messages about how customers could save money on their electricity bills or earn other financial rewards were effective at motivating them to use less energy.

For the study (PDF), which was funded by a grant from the California Energy Commission, the UCLA researchers assessed data from energy bills for more than 20,000 California households in territories served by Pacific Gas and Electric, Southern California Edison and San Diego Gas & Electric.

The customers all participate in “demand response programs,” which encourage users to save energy at times of high stress on the electrical grid, like during heat waves; they all also used one of two smartphone apps — Chai Energy or OhmConnect — that help users manage their home energy consumption. Often, the apps offered cash incentives to participants for adjusting their thermostats during times when demand for energy was highest.

The study revealed that offering participants financial rewards, on top of the amount of money they’d save simply for using less energy, had a measurable effect on reducing their energy use — although the amount of the financial incentive made relatively little difference. Collectively, the 20,000 households in the study had received over $1 million in rewards over the previous two years through those incentive programs, in addition to the savings on their electricity bills from using the apps.

Encouraging flexibility in our energy system is especially important as the nation’s infrastructure continues to shift to clean energy. For instance, weather can be unpredictable and impact the amount of electricity generated by solar panels or wind turbines. Demand response programs can be effective at reducing energy use during these times to avoid blackouts.

“In more good news for the environment, our study found that demand response programs result in overall reduction in energy use — not merely a shift of consumption to other hours or days,” said JR DeShazo, the study’s principal investigator and the director of the Luskin Center for Innovation.

That finding is particularly significant because some observers had suspected that demand response programs merely encouraged energy customers to shift their electricity use to other times of day — for example, by waiting to run their dishwashers or clothes dryers during overnight hours, when overall energy demand was lower — but without actually reducing the amount of energy they consumed. But the UCLA report concluded that customers’ energy consumption did not increase in the hours or days surrounding a demand response event, suggesting that the approach resulted in actual reductions in consumption.

The households with the greatest reduction in consumption during demand response events were those with solar panels, plug-in electric vehicles and automation devices — gadgets like smart thermostats that can automatically alter energy usage but can be overridden by the owner. For example, automation devices can delay charging an electric vehicle or turn down an air conditioner until an off-peak time.

“Automation devices make participating in demand response programs effortless, and ultimately rewarding,” said Kelly Trumbull, a co-author of the study and a Luskin Center for Innovation researcher. “They also help secure predictable and reliable energy savings.”

Demand response providers typically reward users based on their energy conservation relative to an energy consumption goal assigned by the utility. Researchers found that households reduce their energy use more when that consumption goal is more ambitious, assuming all other factors are constant.

“This finding underscores the importance of setting baselines and communicating them to customers,” DeShazo said. “If we are asked to do more, we often will.”

The study recommends actions utilities and third-party demand response providers — like the ones that market the energy management apps — can take to maximize both the environmental and economic benefits of residential demand response programs, including:

  • Offering financial incentives and emphasizing the economic benefits to participants.
  • Supporting the adoption of automation devices like smart thermostats.
  • Inducing greater energy savings by setting ambitious conservation targets for customers.

Most Californians, depending on their electricity providers, are eligible to participate in existing demand response services.

In California, local demand for renewable energy is helping the state exceed its clean energy goals, according to a new UCLA study.

Research by the UCLA Luskin Center for Innovation shows the growing impact of community choice aggregators, or CCAs, on energy procurement and illustrates the effects cleaner energy providers are having on the state’s power supply.

Community choice aggregators buy clean energy on behalf of their residents and businesses, offering an alternative to investor-owned utilities and enabling localities to take control of their energy procurement. The CCA serving much of the Los Angeles region is Clean Power Alliance, which provides energy to customers in 31 cities and counties, including Alhambra, Culver City, Downey and Santa Monica.

“Community choice in energy has largely fallen under the radar, but it is rapidly reshaping the energy sector in California,” said Kelly Trumbull, a researcher at the Center for Innovation and lead author of the report (PDF).

According to the report, the use of community choice energy has grown quickly in the state. More than 30% of California households and businesses — more than 10 million customers — now have the option to choose a CCA as their electricity provider, up from less than 1% in 2010.

The vast majority of these energy providers offer more energy that derives from renewable sources. In all, the energy delivered by CCAs comes from renewable sources by an average of 25 percentage points more than energy from investor-owned utilities in the same regions. CCAs purchased twice as much renewable energy as required by the state from 2011 to 2019, researchers found.

That has helped the state achieve a cumulatively larger reduction in greenhouse gas emissions each year. The clean energy goals, established by the state’s Renewables Portfolio Standard, stipulate that 100% of the state’s energy be carbon-free by 2045. An interim target was set at 25% renewable energy until 2019. According to the report, a weighted average of 50% of the CCAs’ energy came from renewable sources that year.

The trend toward cleaner energy providers has also benefited residents by providing cheaper electricity: 73% of communities that offer community choice do so at a lower default rate than their investor-owned counterparts, the study found. And the CCAs often provide additional environmental and economic benefits, including financial assistance programs for low-income residents and incentives for electric transportation.

The authors write that the community choice aggregator model could be replicated in a variety of communities across the nation.

“We found that in California, CCAs successfully serve a wide variety of communities with ranging sizes, median incomes and political affiliations,” Trumbull said. “This suggests that CCAs could be implemented throughout the country.”

Nine states currently allow for a community choice approach, and interest is growing. Among the study’s takeaways from the California model:

  •  CCAs are most effective in communities where the demand for carbon-free energy exceeds what is currently provided.
  •  Partnerships among multiple cities and counties give CCAs an economy-of-scale advantage by keeping operating costs low.
  •  State policy and regulation play a critical role in the success of the community choice approach, starting with the fact that California needed to enact legislation to allow for CCAs to exist.

The research, which was supported by the Rockefeller Brothers Fund, adds to the Luskin Center for Innovation’s large body of research on community choice electricity and renewable energy.

California Assembly Speaker Anthony Rendon spoke about California’s policy priorities during remarks Jan. 28 when the UCLA Luskin School of Public Affairs opened its third annual Luskin Summit.

As one of the state’s top political leaders, Rendon outlined his legislative priorities for 2021 — police reform, climate change and broadband internet access —  as the first presenter in a virtual series of discussions set to continue in February, March and April.

Dean Gary Segura said Rendon was invited to open the Summit in part because his background and political views are of interest to UCLA students, faculty and alumni. “In his career as educator, child well-being advocate and policy innovator, Rendon represents the best values of the Luskin School and our mission.”

Addressing the COVID-19 pandemic, Rendon, a Democrat, said Californians are already seeing benefits from the election of Joe Biden as president.

“One thing we can be sure about is the importance of having a plan. Throughout 2020, when COVID first appeared on our radar, we did not have a national plan,” Rendon said. “Biden came in, and he released a plan in his first week.”

He noted the tension that existed on many issues between the Trump administration and California officials, which led state leaders to work independently of the federal government on issues such as immigration and climate change.

“With Biden in the White House … I think we’re going to have a little bit more help and more opportunities to work with this administration instead of against it,” Rendon said.

As a legislative leader, Rendon has stressed inclusion and diversity, and he noted that more women hold committee chairs today in the state assembly than at any time in the past. He also pointed to his appointment of the first Muslim, Imam Mohammad Yasir Khan, to serve as assembly chaplain.

His leadership style emphasizes sharing of responsibility, Rendon told the online audience of more than 100 scholars, social services advocates, philanthropic and public leaders, and other interested parties. 

“I believe that the assembly works best when the individual members of the assembly, particularly the chairs, are able to utilize their skills, to utilize their life experiences,” he said. For example, Rendon said he has sought to embolden the chairs of legislative committees related to health and education whose expertise exceeds his own. “That’s been my philosophy, that I can be the best leader if I’m enabling others to do their jobs.”

In terms of legislative priorities, Rendon acknowledged that California lawmakers “fell short” on police reform in 2020, including failing to pass a bill that would have changed the disciplinary processes for police officers.

“We need to change those processes so that public safety is not just about officer protection,” he said. “Of course, we want to make sure that we’re not endangering the people we trust with patrolling our streets and neighborhoods, but we also have to make sure that they are careful.”

Rendon said California is already a national and international leader in dealing with climate change, but more work can be done.

“We need to ask if our climate change actions benefit disadvantaged communities,” he said, noting that his assembly district includes some of the most densely populated areas in the nation. “Southeast L.A. communities have around 17,000 people per square mile, but we have severe park shortages.”

Parts of his district were once farmland, but when they were developed for housing, the emphasis was placed on building high-density apartment dwellings without retaining open spaces. “Parks and vegetation are really important ways to reduce the heat island effect that drives warming in urban communities,” Rendon said.

His third legislative priority for 2021 also focuses on disadvantaged communities. In the past, discussions about a lack of broadband internet access centered around rural communities in the extreme north and south of the state.

“When COVID happened and when folks started having to go online for schooling, we discovered that there was a lack of broadband access all over the place,” Rendon said. “And those problems really started to manifest themselves, particularly in disadvantaged communities.”

He views the internet today as a critical public utility. “It’s not just a rich and poor issue; not just an urban and rural issue,” Rendon said. “It’s an issue that affects every single part of the state.”

In answer to a question posed by Segura about housing affordability, Rendon talked about visiting a neighborhood where he had once lived and noticing a flurry of housing construction. He reached out to a local official to praise the effort, only to be told to take a closer look at the upper floors of the newly occupied buildings.

“Those are all dark, right? Nobody lives there.”

In Rendon’s view, this example illustrates an ongoing problem in a state in which high-end housing continues to be built without enough pressure being brought on developers to balance their projects with affordable units.

When he first got to Sacramento, Rendon said, he noticed a disconnect in people’s minds between housing and homelessness. Over time, this misconception has slowly changed, in part because of “incredible data that show the number of people who would become homeless if they missed one month of pay, if they missed two months of pay.”

To further illustrate his point, Rendon noted that as assembly speaker he serves on the UC Board of Regents and the Cal State Board of Trustees. The statistics on housing scarcity among university students are staggering, he said, noting that many students can be found sleeping in their cars or couch surfing with friends from one night to the next.

“We know that housing and homelessness are linked,” said Rendon, whose 20 years of work in the nonprofit sphere often leads him to look for solutions in service delivery mechanisms. “I think if we’re going to solve the housing crisis, we need to address homelessness. And if we’re going to address homelessness, we really need to think about comprehensive services for homeless folks and for near-homeless folks.”

The survey asks county residents to rate their quality of life in a range of categories and to answer questions about important issues. Last year’s survey happened to coincide with the early stages of the pandemic.

UCLA Supports Launch of California’s Transformative Climate Communities Program New Luskin Center for Innovation resource page tracks state's innovative effort to fight climate change

The UCLA Luskin Center for Innovation (LCI) has supported the launch of California’s innovative Transformative Climate Communities Program (TCC), one of the world’s most comprehensive sets of investments in local climate action. This includes developing the evaluation plan to track progress and evaluate outcomes from investments that could serve as a global model for community-scale climate action.

Now, inaugural progress reports for the first communities awarded TCC grants — Fresno, Ontario and Watts in Los Angeles — are authored by LCI researchers. These reports, and other resources related to LCI’s tracking of the groundbreaking efforts in local climate action, are centralized on a new TCC resource page. Policymakers, community stakeholders, researchers and others interested in local strategies to combat climate change can use this page to monitor progress, best practices and lessons learned over the five-year TCC grant implementation period that began in the spring of 2019.

The program to fund the development and implementation of neighborhood-level transformative plans that include multiple projects to reduce greenhouse gas emissions was authorized by Assembly Bill 2722 in 2016. In addition to fighting climate change, the program empowers disadvantaged communities impacted by poverty and pollution to support projects that advance their local economic, environmental and health goals.

“TCC may be the most holistic investment in neighborhood-scale and community-driven climate action anywhere on the planet,” said Jason Karpman MURP ’16, project manager of UCLA’s TCC evaluation. “Lessons learned from this new program could have potentially broad implications for climate action elsewhere.”

The California Strategic Growth Council serves as the lead administrator of TCC and awarded the first round of grants to Fresno ($66.5 million), Ontario ($33.25 million) and the Watts neighborhood of Los Angeles ($33.25 million).

Communities are empowered to customize their projects and plans based on their priorities and partnerships. The program includes mechanisms for accountability, including oversight from community members as well as third-party evaluation from academic researchers.

The team at the Luskin Center for Innovation and a similar group from the UC Berkeley Center for Resource Efficient Communities comprised the evaluation team for round 1 of TCC grants. UCLA researchers will take on a fourth TCC site for evaluation, Northeast Valley Los Angeles, during round 2 of TCC implementation.

The evaluation team worked with Fresno, Ontario and Watts stakeholders to create the Transformative Climate Communities Evaluation Plan, which UCLA published in late 2018. This research roadmap is being used to track and assess progress and results over a five-year period in those communities.

Now, UCLA has released the first annual report spanning the initial months of grant implementation.These reports highlight a wealth of data, including community conditions that could change during the five years of TCC implementation. Baseline trends relate to demographic, economic, energy, environmental, health, housing and transportation conditions.

“This first set of reports also documents progress on TCC implementation to date, including project milestones and personal stories of how TCC investments are affecting the lives of people who live and work in the pilot communities,” Karpman said. “This includes the voices of resident leaders in Ontario working to implement the site’s community engagement plan, a job trainee in Fresno learning how to install solar panels, and a high school student in Watts helping to expand a community garden.”

The first set of annual reports focuses on the period following the initial announcement of the TCC awards in 2018 through June 2019, which includes the first few months of project implementation. Common milestones across the three sites include laying the foundation for grant success, establishing partnerships and a governance structure, and launching new local initiatives around health, economic development and the environment.

UCLA’s page includes a number of other resources. Photos of residents and project staff show them working to bring their communities’ vision to reality. Supplemental methodological documentation such as open source code is available for those seeking to replicate findings. And staff bios show the evaluators involved with the project.

TCC is part of a suite of efforts, known as California Climate Investments, funded by the state’s cap-and-trade program. It unifies many of the California Climate Investments project types into a single, place-based initiative. Specifically, TCC funds the following project types:

  • construction of affordable housing near transit;
  • installation of rooftop solar and energy efficiency improvements for homes;
  • purchase of electric vehicles, including buses, that can run on clean energy instead of fossil fuels;
  • expansion of bus service coverage or frequency;
  • improvement and expansion of bike lanes and sidewalks;
  • planting of trees along bike and pedestrian routes and near buildings;
  • implementation of waste diversion programs, such as the collection and reuse of food waste and neighborhood-scale composting.

To maximize the benefits of these types of projects, grantees also must develop and implement the following transformative plans:

  • a community engagement plan to ensure TCC investments reflect the vision and goals of community members;
  • a workforce development plan to bring economic opportunities to disadvantaged and low-income communities;
  • a displacement avoidance plan to minimize the risk of gentrification and displacement of residents and businesses following neighborhood improvements.

 

 

For 30 Years, Lewis Center Has Responded to L.A. Issues With Ideas All six current and former directors gather to recall the challenges and successes they experienced while leading regional policy research at UCLA

During a gathering March 5 at its first home on the UCLA campus, the Lewis Center for Regional Policy Studies commemorated 30 years of scholarship, public advocacy and leadership on campus and in the community.

All five former Lewis Center directors — a who’s who of distinguished scholars — joined the current director, Urban Planning Professor Evelyn Blumenberg, at DeCafe Perloff Hall to discuss the milestones and issues facing the region during each person’s tenure. As each director spoke, it was evident that the center’s longevity is rooted in interdisciplinary scholarship and fostering the next generation of scholars.

In 1989, Ralph and Goldy Lewis donated $5 million to endow a research program at UCLA that studied regional policy issues. The following year, the Lewis Center opened its doors in Perloff Hall, the location of what was then known as the School of Architecture and Urban Planning, with founding director Allen J. Scott, distinguished research professor of geography and public policy. Scott was succeeded by Roger Waldinger, distinguished professor of sociology; followed in chronological order by Paul Ong, research professor at the UCLA Luskin School of Public Affairs; J.R. DeShazo, professor of public policy, urban planning and civil and environmental engineering; and Brian D. Taylor, professor of urban planning and public policy.

“My parents both went to UCLA and they believed in the power of public education and need to support the public system,” said Randall Lewis, whose parents were homebuilders and interested in issues of growth, transportation, housing and air quality. “They felt as they were building houses, building communities, that they didn’t want to create problems. They wanted to find solutions.”

Anastasia Loukaitou-Sideris, who joined the UCLA community the same year that Lewis Center was established and received one of its first grants, kicked off the event.

“The Lewis Center best exemplifies the role that we’re asking our research centers to play: push research forward, support the educational mission of the school and its students, and serve as a public forum that disseminates important research-based information and data to a larger public,” said Loukaitou-Sideris, professor of urban planning and associate provost for academic planning.

Allen J. Scott was the founding director of the Lewis Center, which launched during a time of upheaval in Los Angeles in the 1990s.

Launched Amid Regional Turmoil
The early 1990s were a tumultuous time in Los Angeles. The aerospace industry, which was a backbone of the region’s economy, was collapsing. The 1994 Northridge earthquake killed 61 people and caused $6.7 million in damage, crippling major infrastructure like freeways. And civil disturbances fueled by racial injustices, police brutality, and poverty and social marginalization rocked the city.

“Los Angeles looked like, from some points of view, a basket case and getting worse,” Scott recalled. “And so we were, at a very early stage, involved in attempting to build responses to these problems and others.”

Scott and the Lewis Center published a series of working papers focusing on new industry (such as electric vehicles) to replace aerospace and an examination of the nature and causes of the crises in South Los Angeles.

By the time Waldinger took over in 1996, the immigrant population in the Los Angeles region had quadrupled within two decades. Yet, research on the impact of immigration on the Los Angeles region lagged behind frequently studied cities like Chicago and New York. The Lewis Center played an integral role in bringing Los Angeles to the forefront of regional studies with efforts such as Waldinger’s book “Ethnic Los Angeles.” Today, it’s hard to imagine a discussion of immigration and foreign-born individuals without considering L.A.

Waldinger said the center’s early research has transformed California policy. Although immigration policy is a federal issue, immigrant policy can be local, he noted, pointing to state measures that have aided California’s immigrant population.

Ong, the center’s third director, continued the multidisciplinary tradition of the Lewis Center and collaborated with scholars in UCLA Luskin Social Welfare and the natural sciences. As director, he published a seminal report on the undercounting of low-income people and communities of color in the 2000 Census.

Ong’s work also highlighted a core strength of the Lewis Center — its focus on addressing social justice issues for marginalized communities. He said the center also partnered with the County of Los Angeles and L.A. Metro to understand the transit needs of underserved communities.

DeShazo oversaw the Lewis Center during a time when its focus turned to environmental issues. In 2006, California passed the Global Warming Solutions Act (AB 32), promoting ambitious climate solutions that even some legislators doubted could be achieved.

“Those were the days we didn’t even know where greenhouse gases were coming from,” DeShazo remembered. The first step was to identify sources and then to identify solutions to reduce emissions, including electric vehicles, rooftop solar energy and energy-efficient technology.

“Everything that we have today is what people thought was impossible to accomplish. The groundwork for that was laid in the 2006-2012 period,” DeShazo said.

The Lewis Center has also contributed to environmental justice scholarship, especially the designations of disadvantaged communities as a result of identifying where emissions were coming from and where populations vulnerable to those emissions are living.

Taylor next put the focus on housing affordability and transportation in light of large investments in public transit like Measure R, a sales tax that is expected to raise $40 billion over 30 years.

He said the center’s regional lens has a built-in advantage when it comes to studying housing affordability, transportation and access, which play out across a diverse geography.

Taylor’s tenure also overlapped with his role as chair of UCLA Luskin Urban Planning. It was a position that helped him to advocate for the addition of faculty members and scholars who could tackle these regional priorities.

“Housing affordability was not my area of research,” Taylor said. “All I did was try to support and catalyze the intellectual leaders that are helping shape the important debates on this.”

A Legacy of Leadership
Acting as a consistent bridge to marginalized voices, the Lewis Center’s former directors see scholarship and professional development as their enduring legacy. Many onetime students have gone on to become academic leaders in their own right.

“I’m honored to follow in those footsteps,” said Blumenberg MA UP ’90, Ph.D. ’95. She became director in 2018 and has focused on how Angelenos live, move and work in L.A., with a particular interest in pathways out of poverty. The center recently launched the Randall Lewis Housing Initiative.

Has Los Angeles made progress over the last 30 years?

The answer is mixed, Ong said. A commitment to climate change initiatives and equity are highlights, but income inequality and social justice remain daunting issues.

“I’m proud of the fact that the Lewis Center continues to look at issues of inequality,” Ong said. “We’re dedicated to doing the research to find solutions, but it’s like swimming upstream.”

Still, Ong remains hopeful: “I know enough about [Blumenberg’s] history that there will continue to be a commitment from the Lewis Center to accomplish things that will bend us towards justice.”

Street Art Meets Climate Science in the Big, Blue Face of Zeus Massive mural in South L.A. is painted with a surface-cooling coating to start a conversation about our warming world

The gigantic mural at the corner of Avalon and 62nd in South L.A. is super cool. The face of the Greek god Zeus painted in electric blues against a black background looks down as people walk by on the sidewalk and cars pass on the street. At 72 feet wide and 27 feet high, the street art makes a big, bold statement in a neighborhood of warehouses and loading docks.

It also literally cools down the brick wall it’s painted on.

Created with a solar reflective coating that reduces surface temperatures up to 30 percent, the so-called eco-mural aims to tap into the popularity of street art to start a conversation about climate change, said V. Kelly Turner, assistant professor of urban planning at the UCLA Luskin School of Public Affairs.

Turner conducts research on urban design and the environment, including the effectiveness of cooling surface paint to combat the “urban heat island effect” that drives up temperatures in cities. She does extensive work with the city of Los Angeles, which is testing the reflective coating on streets in every council district.

“L.A. has the first-of-its-kind cool pavement project. And we’re also a vanguard for supporting the street arts,” Turner said. “But no one’s ever done a street art intervention or mural using cool paint.”

To make that vision a reality, Turner reached out to street art advocate Lizy Dastin, who teaches art history at Santa Monica College. Dastin recruited muralist Eric Skotnes from the activist art collective Indecline, whose work blending graffiti art and classical figures has been commissioned on spaces across the United States and as far away as Israel and Peru.

By the time the mural Turner envisioned was unveiled — on an October day when temperatures in Los Angeles hit 95 degrees — the list of collaborators included artists, urban planners, climate scholars, community activists and entrepreneurs. But as Skotnes put the finishing touches on the towering face of Zeus, the excitement was tempered by the gravity of the underlying issue.

Turner cited research showing that extreme heat leads to more deaths than all other weather-related hazards combined. The danger is especially acute in cities, where buildings, roads and parking lots trap heat during the day and hold on to it into the evening, making afternoons and nighttime temperatures unnaturally hot.

In Southern California, cities often run 9 degrees Fahrenheit hotter than the undeveloped regions that surround them. By 2021, as climate change intensifies, Los Angeles could experience an additional 60 to 90 days of temperatures above 95 degrees every year, UCLA research shows.

Facing that grim prospect, Los Angeles Mayor Eric Garcetti has commissioned several urban design interventions — including planting trees and applying cool paint to roofs and streets — to fulfill his pledge of lowering citywide temperatures by 3 degrees Fahrenheit by 2035.

To help the city gauge the effectiveness of the cool pavement strategy, Turner travels across the region to collect field data on the reflective paint. She has attached 100 tiny sensors to key fobs and placed them in trees in Ontario, Watts and Fresno. Along with collaborator Ariane Middel of Arizona State University, she has accompanied a temperature-sensing robot named MaRTy as it trundled down the sidewalks of Pacoima and Ontario to measure how the average pedestrian would feel the heat.

While other studies have focused on surface temperatures, the research by Turner and Middel is the first to determine the cool pavement sites’ “mean radiant temperature,” a more accurate predictor of thermal comfort for humans. The suite of measurements includes surface and air temperature, long- and short-wave radiation, wind speed and humidity.

The two researchers found that cool pavement surface temperature is lower than untreated asphalt at all hours, but mean radiant temperature can be almost 7 degrees Fahrenheit higher in the afternoon. Turner noted, “Cool pavement is not a panacea but one tool of many in making climate-adapted cities that are less hot.”

It’s all part of what she calls a “fantastic urban experiment.”

“Anytime a city does something like this — green interventions, let’s call them — as scholars, it’s incumbent on us to evaluate them using the tools of science,” she said. “We are really doing what’s called ‘adaptive management’— do, learn from doing and adjust.”

Turner is a social scientist who identifies urban design problems and builds teams to develop answers. That skill was clearly evident in the network she built to make the South L.A. mural a reality.

The idea for the project came in the middle of the night, she recalled. She immediately sent predawn emails to Dastin, a friend from their days at Wellesley College and founder of the street art advocacy venture Art and Seeking, as well as research partner Middel, who conducts climate studies as director of the SHADE Lab at Arizona State.

Armed with a thermal camera, Middel captured the heat signature of the finished mural, swirls of yellow, orange and purple that showed the effects of the cooling paint.

“That’s the most exciting part. The art exists in the visual spectrum and the infrared,” Turner said. “It’s interesting from an artistic perspective because it’s a different artistic parameter, a challenge for the artist.”

Muralist Skotnes developed the Zeus concept in tribute to the building owner, Amped Kitchens, whose logo includes a lightning bolt — the god of sky and thunder’s weapon of choice. The building houses a community of Los Angeles food makers who rent state-of-the-art production, packaging and storage facilities. Owners Mott Smith, a UCLA alumnus, and Brian Albert are advocates of sustainable urbanism and eagerly offered their 1920s-era building as a canvas for the mural.

The solar reflective coating was donated by Creative Paving Solutions of Arizona, and the project was underwritten by UCLA’s Luskin Center for Innovation and the nonprofit Mural Conservancy of Los Angeles.

Turner sees the mural as an eye-catching way to raise public awareness about the urgent need to adapt to a warming world. But she says her end goal is to offer practical, data-based solutions for cities like Los Angeles.

“As a human environment geographer,” Turner said, “my passion is trying to think through how to make this research more useful for a city planner who needs to figure out, ‘OK, I’ve got this intersection, how can I make it cooler for people waiting for the bus?’ ”
